Abstract

In this study, firstly, it is explained how important is the should-be state in the process of change for the evaluation of and intervention in organizational culture. Secondly, using the Kilmann and Saxton Survey, the organizational cultures of two similar public social organizations is investigated to compare the should-be state or ideal profile of their culture and the ideal profile of the constituent groups. The results demonstrate that not only are the ideal profiles of the two organizations different, but also, and in a high proportion, the ideal profiles of the component groups. Finally, it is suggested from the results that there is a necessity to establish the ideal profile for its use in the diagnosis, motivation and change of organizational culture.
