Resumen

The Euro-mediterranean Partnership, the EU energy policy and the neighbourhood policy have shown their limits in fostering Euro-mediterranean energy integration. This article argues that an adequate design of the Mediterranean Solar Plan could offer a functioning driver for physical, and more importantly, normative integration of renewable energies that could subsequently ease the integration of conventional energies. In order to achieve such a result, it will be needed to develop well-defined and predictable regulatory mechanisms and institutional frameworks that facilitate investments
