Resumen

El presente artículo revisa y ordena el proceso histórico sobre la construcción e institucionalización de los derechos y ciudadanía de los niños en los países occidentales, desde finales del siglo XVIII hasta el siglo XXI y tanto a nivel internacional como nacional. Se sostiene que el proceso de construcción de los derechos y ciudadanía de los niños se caracteriza por la creciente preocupación política y pública por ordenar y controlar la cuestión social y ciudadana. Proceso a través del cual las sociedades -Estados e instituciones familiares- han creado y recreado espacios específicos para la infancia y los niños, definiendo a estos últimos desde sus necesidades, bienestar y finalmente sus derechos. De tal manera que tanto los sistemas educativos como los de protección funcionan como marcos reguladores y protectores de las ciudadanías, en términos de inclusión/exclusión, proponiendo modelos culturales y morales concretos. El espacio socio-político de la infancia se ha mantenido históricamente ligado a las luchas entre Estados y familias como las instituciones privilegiadas para la provisión de cuidados, protección, control, socialización y derechos a los niños. Desde el punto de vista de la ciudadanía representa la tradicional oposición entre lo público y lo privado, entre el proteccionismo y el paternalismo.
