Resum

Public Procurement was, is and will be one of the fundamental pillars of the construction sector, both nationally and internationally. Current Spanish legislation, the Restated Text of the Law on Public Sector Contracts (RTLPSC) defines as the Service Contract are those whose object making consistent performance in an activity or development aimed at obtaining a different result of a work or supply. Among these activities are the Services of Engineering and Architecture what were traditionally known as consultant and technical assistance. There are many studies and research on public procurement and on varied aspects: award criteria, abnormally low bid criteria, low prediction models, etc., but related on works contracts and supplies. The objective of this study is to analyze the procurement procedures of engineering and architectural services, reflecting the different characteristics with respect to the type of contract, type of procedure, type of processing, the scoring criteria, the abnormally low bid criteria, etc.
