Abstract

This paper analyses the European Council Recommendation on Establishing a Youth Guarantee (2013). This Guarantee addresses the so-called ‘NEET’ (Not in Education, Employment, or Training) younger than 25 years of age and stipulates that employment, education or training shall be provided within a period of 4 months and the terms of implantation in Spain. Then, we focused in the measures for “NEET” contained in the Strategy for Entrepreneurship and Youth Employment and in another recent legal reforms. In Spain, as in the rest of the EU, this group covering various situations but our article focuses in people who gave up school in order to work and who are now unemployed and facing serious difficulties for finding a job.
